“It’s hard to understand how a party who’s not a nation comes under the Geneva convention,” he said.

Romney, chairman of the Republican Governors Association, said he’s been to Guantanamo, adding that the prisoners “are treated very well.”

Romney is considered to be among those contemplating a run for the Republican presidential nomination. He declined to handicap the race, but did say he thought Sen. Hillary Clinton, D-N.Y., would be the Democratic nominee and that Sen. John McCain, R-Ariz., was the GOP front runner now.

“I think it’s important to have a Republican in the White House again, and not Sen. Clinton,” Romney said, bring a round of applause from the crowd.
